What it does

Offline-safe, compiled-in, one-at-a-time actionable announcement cards with per-announcement seen/dismissed/acted state. The first scenario offers the 665 MB multilingual FluidAudio model, switches transcription only after a successful download, then presents the expected-language allowlist inline. Default-on in every shipping build; each scenario remains gated by build feature availability, app version, and persisted user disposition.
